In order to encourage more people to catch thieves, a certain community in Beijing has established a special foundation. Those who catch thieves will be awarded by a certain amount of money (about 50 yuan). Some poeple say that this is really good. The public security needs everyone's participation. In this way, more and more people will take their responsibility to guard public security. While others say that it is not worthwhile. What do you think? Should we establish a foundation to encourage people to catch thieves?

DREAMLIFE Points: Join Date: Sep 5, 2007 Status: Offline	In the materialized world, people only care about their own interests. Without benefits, they seldom offer their hands to others. I guess that more people will catch thieves if they could get more bonus, for example, 5000 yuan.

It is said that Chinese are natural capitalists & their long cultural background have taught them to mind their own business. So there is a tendency for them not to get involved - to the extent that they would not lend a hand to such activities even though these could affect them at another time in life.
It seems that they lack social duties.
To change that, I suppose offering some incentives would be a start. But I think the authorities are hoping that this would become part of their instinctive social duties in the long run.
