Should we use legal means to punish those who keep mistress?

Some women are not self-respecting and they are dreaming of luxurious life. Those who have power in their hands or are very rich can help them to realize their dreams---living in large houses and enjoying luxurious life. If they like to be mistresses, no one can stop them. However, some are forced to be mistresses. That is really sad.
