No one can deny that Europe has been very influential in global development. When the United States disengages in West and Central Asia, and Europe is even more united, maybe c.2015, will Europe retain its influence? Will it become the super-state and super-power to rival the United States not only economically, but also militarily and more importantly, culturally? As a second part of the same issue, does Europe need Russia to be influential in the World? Can Russia offer Europe access to Asia, and at the same time transform the Russian state again as it did in the 18th century?
