I believe you can get the Shenzhen economic zone restricted visa there (but not 100% certain). A friend paid 100 rmb at a HK border point last week. If you want to go beyond the Zone you will need to apply through the HK visa office...or indirectly through a Macau travel agent, cost from about 220 rmb depending how fast u want it and your nationality. The ferry operators will confirm whether you can get the visa at the port.

As far as i know no visa is required for ordinary passport holders from Singapore for up to 15 days for sightseeing, doing business, visiting relatives and friends or transit. How you enter Macau, without visa?

Citizens of Singapore are allowed to enter China without visas for up to 15 days for tourism, including visiting family or friends, or minor business purposes provided they enter through nominated international ports. I assume Shenzhen qualifies, BUT, maybe only the airport qualifies. I have no way of checking this. You should contact the PRC consulate in Singapore. Singapore passport holders can enter enter Macau for 30 days without a visa .
