Buying domestic airline tickets from travelchinaguide abroad

A question:

I want to buy an air ticket from Shanghai Hongqaio to Changsha. I see you can buy air tickets from this website. I am going to purchase the tickets abroad as I am currently living in Canada. Can someone brief me on the procedures because when I call the toll free number listed on this website I can a this number does not exist. I mean can I use this site to buy domestic tickets while living outside of Canada?

I just purchased a round trip from Guangzhou to Nanning. Here is what I did:

1 - Picked the flights one at a time and purchased them.
* TCG will send you an email saying that they can provide you a flight for a certain amount of money and suggest you pay through Paypal. The agreed price is good for 1 or 2 days.

2 - Paid for the tickets using Paypal.
* TCG will send you an email form that you must complete and sign. I feel certain it has to do with your creditcard being charged by a company in China where there is considerable credit card fraud.

3 - Fax the signed payment authorization form back to TCG to authorize the payment.
* TCG will send you a "ticket" in your email.
