Information about cellphone in Tian Jin

Dear Friends,

I'll be in Tian Jin again next April.
Can you give me detailed information to buy the best prepaid cellphone number so that I can use for international calling and short message (SMS)
Last time I bought from China Mobile , but I can't use it for SMS.

I'll suggest you to buy a SIM card of China Mobile, though their service may be not so good.Please consult the salesperson to make sure if the card has international SMS function, since some of China Mobile's card do not support such services.

For International phone calls, you should bring your valid certificate to their office to open the service
