Greetings. I am a Norwegian student at the BLCU right now, and I am thinking of perhaps buying an appartment if I wish to stay in town for longer than one semester. In this case I would need to know both what prices can be expected, any special rules and all that jazz. I have been looking around on the internett, but it seems impossible to find anyone who wish to "sell", as opposed to rent.
Someone mentioned that new appartments cannot really be sold, and still are controlled by the building projects. Is this true?
And with second-hand appartments, is it expensive to have them upgraded?
