Changing L visas to F visas in China

I know that I will need at least an F visa if I plan on doing any legitimate work, but I cannot apply for one from the US without a job offer and documentation. I assume that working under an L visa would be ill advised if not impossible. Is it possible to change from a tourist L visa to an F or Z visa once I am in Shanghai and have found employment? I know that Hong Kong is the best place to go for these kinds of visas, but I am trying to save myself the time and expense of stopping there on my way to Shanghai.
