Obtaining a Tourist visa in Hong Kong with current laws

Currently my girlfriend is due to arrive in Hong Kong from Africa to do some research and travel in China. Does anyone know if, with new visa restrictions, she will be able to obtain an L type visa? Are they only giving out a limited amount of L visas?
Also, if she has applied for a business visa and already been rejected, will this impact her chances of obtaining a tourist visa?

My main concern is that she does not plan to fly to the USA, but instead may want to return to HK or go to Thailand to continue her research. It seems that return tickets to your home country and a hotel voucher are required to obtain a visa.

Any help would be great...I need to know ASAP.

Information which I am told comes from the CTS Travel Agent is that the following nationalities must apply in their own countriy: Afghanistan, Tunisia, Algeria, Bangladesh ,Congo, Egypt, Gambia, Ghana, Guinea, India, Indonesia, Iran, lraq, Mali, Libya, South Africa, Morocco, Kazakhstan, Kirgizstan, Malaysia, Philippines, Uzbekistan, Tajikistan, Nepal, Pakistan, Nigeria, Sri Lanka, Sudan, Turkey, Mauritania, Saudi Arab, Sierra Leone, Syria.

Also, if you are from a country not on the list and you apply in HK or macau, you will be given a 7-day visa only andyou have to show the following:

1. financial statement or show US$700
2. foreigners are required to show the hotel reservation during the period of travelling in China
3. a flight booking of leaving China is also necessary in order to prove their schedule of departure

Do you know whether I will need a flight into the mainland or just out of the Mainland? and as I have a ticket from Hong Kong to Australia do I also need a ticket from the Mainland to Hong Kong? If I apply in Thailand would I also only get 7 days? I just left today and have to return in 7 weeks to take my fiance to Australia for a holiday but now I am lost after arriving in Macau and being told this info from the hostel. These new laws are making it very difficult.

GUEST39115 You don't need a flight in but you should have a flight out. The CTS in Macau told me they could try to get the visa just with my flight out of Hong Kong but that it's better to have one from the mainland. From Thailand you can get 30 days but need to show the same documents.

I guess you can buy an advance train ticket from Shenzhen to HK. Macau is a bit more difficult because there are few buses crossing the border

Yes you can apply in HK, but right now they won't give you a very long visa. You don't mention what kind of visa you are needing? If it is an L visa, then maybe you can only get 7 days or 1 month. It varies for different nationalities.

As Apault mentioned, Malaysia is on the list whose citizens can NOT apply for China visas in HK.

It seems you have to go back to Malaysia to re-apply for a China visa.
