I wouldn't give a minimum amount of time for visiting West Lake. You could probably be done in 5 minutes if all you want to do is snap a photo to boast that you've visited it before. The tidal bore occurs on the 15th day of each lunar month, not daily. Best way to travel Suzhou -- Hangzhou would be by bus as it's faster and more direct. I don't think there's any major difference in scenery. I don't know what criteria would be of more importance to you for spending the night. I personally prefer Hangzhou, but if you like boutique hotels then Suzhou would be better.
