Shoudn't nurses and female doctors wear mini-skirts?

The People’ Hospital in Banan Township in Chongqing made rules about the dressing code for the employees. The regulation prohibits female employees (nurses and doctors) from wearing mini-skirts. Any body who breaks the regulation will be fined 100 Yuan. What do you think? Shouldn’t they wear mini-skirt in the searingly hot summe?
