It is the product of years of development by several different companies in different countries put together with Chinese technology. I understand that all the engines have to be imported from Russia. I think the J-10 has been in development since the mid-1980s.

Developing a weapon system is a very complicated task. Electronics, avionics and computer technology in general have been improving by leaps and bounds. Every time a new piece of equipment gets developed, tested and approved some new development occurs leading to a change and starting over to approve the use of that technology.
Every nations newest weapon systems have been in development for years and you can bet that they will be continually upgraded.
The J-10 is said to be a combination based on the U.S. F-16, the canceled Israeli Lavi and the MiG-29. By taking the best features of each and adding Chinese developments the J-10 is an impressive aircraft!
