GUEST49214 the people in the the city of Haerbin and Chuangchun speak the perfect Mandarin Chinese, whose pronucation could be understood well by the other Chinese. In fact, the local Beijing could not be understood well because their tough Beijing dialect. I am southchines, Harerbin people speak the best Madarin, their pronucation is quite similar to CCTV's standard.
