Australia uses the same brand of timing device in their swimming pools.
Last year a female swimmer broke the world record, I can’t remember her name or the event off hand, but it was claimed at the time that she did not apply enough pressure to the touch plate. Her time did not register.
I’ve been to plenty of track and field meets and seen starters guns fail and electronic timing devises fail. But I doubt very much that we will ever have Omega admitting that their equipment can/does fail from time to time.

GUEST2818 Why not use IBM? In tennis court, you can see IBM scoreboard and it can record the speed of the serve.

Well, I can't say exactly what happened from my point of view, because I didn't want to see the cameras.
But everyone here knows how big is american's influence in decisions. Anything can stop EUA from distorcing the counter or to hide the real fact. but we can't forget that Phelps is a great swimmer and tottally capable of winning that duel.
