Can someone bring these items into China?

Last time I visited China I brought cigars as gifts. I cannot find published information on any limit to how many cigars can be brought in. I would like to give cigars to a relative to bring back as gifts for other relatives but I don't want anybody to get into trouble. Cigarettes are listed on customs information pages but not cigars.
