China L and Z visa

guestGuest2603 I am a foreignor moving to Shanghai end September with my company.
Prior to my move I will undertake a 1 week trip to beijing mid-september for a work-related seminar.
Due to the difficulty in obtaining a business visa around olympics I have obtained a single entry tourist visa which I will use for my mid september trip.My company already has the employment licence and invitation letter obtained for getting my Z visa. (expires 25sep)
The problem is when I arrive in Shanghai end September, I will only be there for 2 weeks before taking vacation out of the country. As i understand it the Z visa will only allow me one entry and the time to process the residence permit is at least 3 weeks. Since I will leave before this 3 weeks needed to obtain the multi entry residence permit, how do I re-enter China? Do I have to go through the whole process again, or is it possible to get a tourist visa for the end sep to mid october as well, then enter in nov finally on z visa (which has to be applied for prior 25 september due to validity of employment licence/invitation letter)
Appreciate any advice anyone can offer

How do you plan to travel out of China without your passport?! When applying for the residence permit, the authorities will need to keep your passport.

You do know that you need to apply for the Z visa in your country of residence? You can't do it here in China.

So you will be here in Sept on a tourist visa and must return to your home country in time to submit the Z visa application by the 25th. You should be able to get the Z visa within 24 hours by paying the express fee. Otherwise it normally takes 4 days. So you should be able to arrive in late Sept. Obtaining the residence permit which replaces the Z visa does not necessarily take 3 weeks, but you cannot be sure. First, your employer must move on it immediately and then everything must go smoothly and it could be done quicker. Your employer should get working on ensuring everything is in prepared, including getting you to the medical examining centre the day after you arrive (remember to fast before attending) as it takes 4 or 5 days before you get the results, and registering you with the local police (they should set up and appointment for one of the days while you are waiting for the medical results) and speaking to the local officials in the PSB to ensure a speedy processing...in that special way perhaps which includes a fine evening's dinner and entertainment! However, if this fails, you simply CANNOT leave China until the passport is returned with the residence permit inside. Equally you would find it difficult to travel and stay in hotels in China without your passport.
