A rumour even says that he had something to do with J.P.Morgan. Recently, Gong Fangxiong, J.P. Morgan's economist has said in his report that the central government will consider an 200 billion to 400 billion yuan ($33 billion-$67 billion) economic stimulus package to stimulate the stock market. However, it was proved groundlessly. The rumour said that it was Wu who revealed this to Gong. However, Wu has cleared that it was a pure rumour in an interview. He wasn't arrested. Actually, he was busy with his books which will be published in September. He is Wu Jinglian.

A backward economy usually close its energy, realestate and capitcal market to the outside world because of fear from ingorance (know-how issue) rather then national security although they usually take it as excuse, which you can trace East Asia and South East Asia development to justify.

Rumor doesn't count at all outside and inside. RMB covertibility is restricted in Capital accounts. There is almost no way that outside money flows in for speculation. From inside point of view, Rumor or info. is an effective way to activate short term turn over because brokerage staff need paycheck.
