Has Europe become a Russian colony?

On Sept. 9, Poland right-wing weekly Wprost published a picture in which Russian Prime Minister Vladimir Putin is spanking French President Nicolas Sarkozy under the title of “Partnership for Peace: Has Europe become a Russian colony?”. This retouched PS photo has aroused a lot of controversy. Please don't remember that Sarkozy was the mediator between Russia and Georgia.

What did the photo suggest? Somebody perceives that "the European Union is a young son who has been spanked by “daddy” Putin". Is it real? Why was the title written as "“Partnership for Peace: Has Europe become a Russian colony?”

South Osetia is in dilemma now. The leader once announced that they wouldn't be independent. On contrary, they will join Russia Federation. However, he made an announcement that the medias had wrong him. And the foreign minister of Russia said that South Osetia wouldn't join any nation and they knew that they wouldn't be safe if they didn't declare independency. What should South Osetia do, declaring independency or joining Russia Federation?
