USA fabricates ‘China space program spy’

guest7328 China has conducted its spacewalk recently. A group of Americans were spreading the fear that China would threaten American leadership in aerospace industry in 15 years. USA accused Chinese scientists of engaging in espionage activities. On September 24, “the FBI arrested Shu Quansheng, a Shanghai-born, naturalized U.S. citizen, for allegedly exporting rocket technology to China and trying to bribe Chinese officials. The head of a high-tech firm in Virginia, Shu is an expert in cryogenics, the science of very low temperatures and their effect on materials; in particular, he has studied liquid oxygen and liquid hydrogen, which are used to power space launches. The arms charges carry sentences up to 10 years, and the bribery charge can warrant up to five years.”(Forbes website) For full text, see

I don't think saying that China will be the leader in space technology in 15 years is spreading fear. It is probably an accurate assessment unless the USA begins to invest in space technology again.


Spreading fear is saying that the Chinese will use their space technologies to put spy satellites in orbit or for other military purposes. Of course the USA already does this, so isn't this covered by the old expression, "What's good for the goose is good for the gander." ???

It's not the first time that Chinese American scientists have been accused of stealing U.S. military technology. The Wen Ho Lee Case reflected the xenophobia of American secret agents. 李文和(Wen Ho Lee) the Taiwanese-born American scientists who worked for the University of California at the Los Alamos National Laboratory was accused of stealing U.S nuclear secrets for China in December 1,999. He was imprisoned by USA federal government. After a series of investigation, Lee was proved to be innocent. In 2006, he received$ 1.6 million from the American federal government and media as part of compensation for him. His autobiography <My Country Versus Me> was a detailed account of the mistreatment by FBI, which became a best-seller in USA.

Lee was not proved innocent. The charges were dropped because the case was so badly handled by his superiors and investigators that they could not go to trial. The attorney General of the U.S., Janet Reno, explained in the Wall Street Journal newspaper how he disobeyed security measures and met with unauthorized persons on unauthorized trips, deleted files when ordered not to and lied to supervisors.
Under the strict evidence gathering rules we have, his superiors and the FBI acted in a way that would not stand up in court.
Chinese intelligence gathering has been following the million grains of rice policy where they collect info from all sources.
The question is - "What are they doing or going to do with this information?" Most information gathering activities would fall into the catagory of industrial espionage rather than political espionage although it has been seen that some other countries politicians have been at risk like when an aide to the British Prime minister recently had his Blackberry stolen when in China.

Does that mean Chinese cannot be employed in the areas that request confidentiality??? In immgrant North Amerca, I am afriad this treatment JUST applies to Chinese monority??? No wonder Puppies always employed for do nothing except acting as hooks! B.S.

GUESTCHYNA The best way for Chinese is not to work in USA at all. You are at the risk of being arrested and charged as long as you know anything about USA techonology.

Griz makes a good point - it's not spreading fear if it could possibly be the truth.

The worst reaction to this as an American is to think that all Chinese scientist working in the US have good motive to sell secrets to China, regarless of whether Shu is guilty.

The worst reaction to this as a Chinese person is perfectly summarized by the statement made by the "China teens" above.

This fearful emotion in general public virtually is : auto plant shutting down, high tech intensive business outsourcing, tens of thousands of made in china shoes burned by shoe workers in spain, the level of living stands going down, fearful of if tomorrow bread and cheese available still. but Wal-mart, for the time being, can bring relief. I am so sad!

Four of the engineers I work with are from China. I am not implying that all foreign-born persons are suspected of violating import-export laws. However, some occupations do require a security clearance and this carries responsibilities to safeguard some information. A job at McDonald's does not require a security clearance but those in certain high-tech fields might.

How about internal control position which is head of all deparments and ultimate goal is to increase profit and cut wastes which is all reflected in data and documenation.

Oh, i forgot one thing, can Chinese take the job like CIO (for comprehensive info. collection , data analysis and determination of mission and vision for co. survial in global dynamic economy - note; if you are updated guy/gal, info collection in industry is legalized in USA ) and CTO , Those two postitions directly determine the FATE of business!
