Beijing carries out new traffic restriction, good or bad?

A new traffic restriction took effect in Beijing yesterday, which aimed to maintain the smooth traffic and good air quality during the Beijing Olympic Games.

The new traffic restriction rules that 70% of government vehicles, all corporate and private cars should take turns off the roads one out of the five weekdays since October 11, 2008. Cars with number plates end with 1 or 6 will be banned from taking on the roads on Monday. While those ending with 2 or 7 will be taken off on Tuesday, 3 or 8 on Wednesday, 4 or 9 on Thursday and 5 or 0 on Friday. The ban does not apply on weekends.

The ban applies within the Fifth Ring Road, from 6 a.m. to 9 p.m. for private cars and round the clock for government and corporate vehicles.
Is that a good choice to ban the cars from taking on the roads?

That certainly sounds confusing! I hope that everyone gets the word on which day is for which number! What will the penalty be for driving on the wrong day?
