What are they building out my window in Xian?

We were told they were going to build a park next to our condo exactly at the SW corner of the 2nd ring road. Well, it looks like we are being big timed by the man. Does anyone in Xi'an now what they are building? There are no signs up telling what it is and a lot of guards protecting the dirt, ummm. I guess i am just more courious then anything else because i have a front row to the site.
