Siemens spends 1 billion to settle its bribe scandal!

I just heard that the German giant Siemens had spent 1 billion Euros to settle US and Germany's charges that it bribed people in a dozen countries to win contracts. This is surprising. It is said that Siemens PTD & TS in China have also been involved in its global Bribe Scandal.

Why did Siemens spend such a great deal of money to settle its bribe scanda? Just think about it. I guess that there is still something that Siemens doesn't want the public to know.

Now Siemens China has admitted that they bribed Chinese officials too. However, China didn't take any measures against Siemens. Why?

Why? Domestic corruption has become a serious problem. It is easy for those multinationals to bribe those currputed officials. To deal with this problem, China should handle its domestic corruption problem first.
