Harbin ice festival and Changbaishan in January

I know this sounds dumb, but how should you dress to visit Harbin in January?

I've been getting round Beijing in a cotton jacket but I'm guessing that won't cut it...
Is buyhing a 500+kuai wool coat, heavy duty gloves and extra sets of thermals the only way to do this trip?

We're also thinking of visiting Changbaishan, but not sure if this is the best season for it. I assume a lot of the hiking you could do in summer will be impossible, but winter appears to have its charms

Good thermal innerwear, fleece, sweater, good down coat, scarf, beanie, gloves and snow boots.
