I am confused about the tourist L visa to China. I want to travel and stay for up to 60 days in China but when I did a researched on China visa, it says that I can apply for 1 entry which is valid for 90 days but I can only stay a maximum of 30 days. I don't understand what this means? Does it mean my visa is valid for 90 days but once I'm in China, they will stamp my visa for only 30 days?

The restrictions you mention are not standard and most people would not have any problem getting 60 days, though sometimes there might be a limit of 30 days per entry but allowed two or more entries (perhaps all depending on nationality). I would recommend that you check your information, preferably with the visa consulate where you would apply.

A visa issued outside the mainland has an 'enter before' date. Your entry, or final entry if it is a dual or multiple entry visa, must be by midnight of the day before. Each entry may last as long as the period specified.

My last visa was a three month multiple entry visa and the enter before date was set 6 months from the date of issue. That gave me a total of 9 months visa if I used it from the date of issue and the last entry is for 3 months
