I am looking for good friends of nine (a couple aged 40) a decent clean,not expensive hotel in Shanghai?

Depends on what you consider "expensive". Try Qipu Lu, and be prepared to bargain hard.

That's about 400 RMB. Try perhaps Seventh Heaven Hotel, East Asia Hotel etc.
