What's the warmest, cheapest, and city on the coast in China?

For me cheap is:
Rent - in a safe area with high speed internet
Eat out everyday - I'm from Qingdao and I can probably live with $10/day or less if I ate out everyday meal.
Everything including food, rent, and utilities (hispeed) is no more than $1100 usd =7, 518.95117 rmb a month.

Can someone help me?

hmm, i didn't find it that cheap. I didn't check the internet over there, do they have high speed internet?
