In writing or speaking the 'year' as in 2009, 2005, etc., is '2' written/spoken as 'er' or 'liang'? I.e., do you say 'er ling ling jiu nian' or 'liang ling ling jiu nian'?

Correctly,You should be say "er ling ling jiu nian".
