CHeap good Hotel in Shanghai City

do anybody know a cheap hotel in shanghai city centre. Not noisy. for about 15-30 USD ?

Maybe with European Breakfast.

You're not going to get European breakfast included in the cost, for that price! You'll be lucky if you get a Chinese breakfast included.
In fact, 15-30 USD is rather low if you're looking for a hotel in downtown Shanghai. Where exactly are you hoping to be located? Are you here for work or sightseeing?
