I think you'll find these manufacturers in Guangzhou.

I noticed the Neil Pryde Sail maker but I wonder if there are any Chinese companies free-lancing for the overseas market. There's certainly no market here for them yet.

Most of the manufacturers would be producing in China (for the cheaper cost) for their own international markets.
