Carnet De Passage En Douane: How do I obtain a carnet for my vehicle I bought in China

Hi to all.

Does anyone know where I can obtain a Carnet de Passage for a vehicle bought here in China?
I will buy a vehicle here next year but will definately need a carnet for it.

I have asked many people here in Beijing, posted this issue on the ThornTree Lonely Planet. .......
I have also contacted the Beijing traffic management bureau(BTMB) and The Department of Customs and Excise.

No one has been able to help.

Surely people drive across borders all the time and therefore have a Carnet for their vehicle.............

I would like to help but I don't think I know anything about it. But if there's something dealing with the border, i'm guessing maybe the customs office might be able to help...
