Should not be a problem in check-in luggage.

It depends on the food.

Rule of thumb: Meat, fish and poultry products will be confiscated even if they are fully processed. Fresh fresh fruits and vegetables will be confiscated. Tea is not only allowed but is expected, if you don't have some tea they'll look at you like you're crazy and a potential suspect. Cooking spices, fungi and other dried cooking items are usually allowed but if you've got a cranky customs agent there is no way to tell.
