I am an American currently working near Shanghai with a Temporary Residence permit valid until July 31 2010. Now, I am leaving my employment early and wish to go to Beijing to study Chinese. I came into China on a tourist L visa, which was changed by my employer into the Temporary Residence permit.

I spoke with the University admissions officer in Beijing and they told me that since my visa has already been changed once, they cannot change it again and I will have to go to Hong Kong and apply for a new visa, I suppose this would be the F visa for short term study.

Do I really have to leave the country and apply for a new visa outside? Is it really not possible to do this in China? If I need to go to Hong Kong, do I need to provide residency information in Beijing when applying? I am planning on staying with a friend in Beijing for a while until I find my own place.

Is it possible to stay in China and move to Beijing and take classes while retaining my Residency Permit for another city? I know this is a lot... Thanks!

In theory, when you quit a job or quit studying the residency permit should be cancelled. In practice, I believe few employers cancel them, so there is no great urgency.

From what you say, you have only had one new visa type, you obtained a Z in place of the L. The Temporary Residence Permit is maqndatory replacement for the Z visa and shouldn't count. I would be inclined to try and get an F visa in Beijing but that is only possible if the uni will agree to try. They should not try to pre-empt the deliberations of the PSB Exit and Entry office. Rules are never black and white, though it does seem that Bj is tougher than many other cities.

If you stay with a friend in Bj, you are supposed to register with the local police, thoughg many people don't. If you are applying for a visa in Bj it will be essential as you will need to get a certificate of residency from them when you apply for the visa.

Otherwise, enjoy HK :)
