Beijing & Xian: Should we prebook or wait till we get to Beijing

Should we book a tour from Australia before we get there or can we book when we arrive?. We would like to see Beijing and Xian and arrive back in Beijing again. Some tours have the sleeper train and some have airfares included. If we book here in Australia it is about $1300 each with 4 star motels. Any advice would be appreciated.
