Fixing an expired Visa

Question. I have a friend here in China that has an expired L Visa. We would like to get an F Visa. We know that penalties will apply, but need info on how/where to fix this. Any info would be appreciated. Thank you!!!!!!!

GUESTLOTSOFLUCK You are SCREWED!..you better leave the country A.S.A.P....with alot of apologizes for overstaying your visa...co-operate the P.S.B 100% and beg fprgiveness at your foolish mistake of overstaying your visa and you may be able to return to China someday
