Lhasa to shangri la

My wife and I want to travel from Lhasa to Kunming via shangri la in November but are worried we are leaving it too late and the weather will have closed the road.
Should we make this trip earlier, in October for example, to avoid disapointment.

Other than weather, do also take into consideration applying for the ATP (Alien Travel Permit) on top of the usual TTB permit.
