Family visit to the UK from Xinjiang

Is it possible to bring relatives from Xinjiang straight to the UK without going to Beijing? I heard about someone dong this a long time ago via Moscow but how would go about doing this now?

I think Urumqi has flights to some of the Central Asian nations, that don't go through Beijing.

There is no flight from Urumqi to Moscow at the moment, but there are flights to Novosibirsk.
