is there any possible way to travel to tibet independently?

My friend from outside China really want to travel to Tibet. But I checked and found foreigner could only travel under travel agency's control. it's boring to death. The freedom when stay in the nature that you can go anywhere desire completely disappear.

so is there a way for her to travel independently? anyway.
