Unless your prospective employer is a foreign company, Z visas are usually only granted to people with "Special Skills", in other words a skill which cannot be provided by a Chinese worker. This usually, means a native language teacher. Rules are being tightened and to teach you may need a degree, TEFL or equivalent qualification and some teaching experience. The employer also needs to be aproved to employ foreigners. In many cases it is also a case of who the employer knows (guanxi) to ease the path.

They're an all-Chinese owned and based company. I am supposed to be the first foreigner to be employed as a Graphic Designer by the company, a fairly big production company. So the rejection of the visa came as a surprise to everybody. Now we're clueless as to when I can consider applying again.

Although a graphic designer obviously needs special skills I don't think they would be viewed as "Special" by the Chinese government. There are many Chinese graphic designers. The fact that your prospective employer has no previous experience in employing foreigners may also be a problem. Do you know if they are licensed to employ foreigners?

My guess is that the company is not registered to employ foreigners. The business proprietors might be able to find out why if they chat up the officials and start tom build up some 'guanxi'... dinners etc. Your alternatives are for the business to find another business with the right to employ and do a deal. Or you can be a consultant: you are employed by a foreign company and paid overseas. The employer applies for an F (business) visa on the basis of you working for a foreign company which will invoice them. Once the visa is approved, forget all that. There are other ways of getting an F visa: gaunxi is important and if the business doesn't have it with the local PSB, the odds are low. In this case look for an agent to handle it...for a significant fee. Just how badly does the business want you ????
