Why do you speak Chinese in this way?

I am a Chinese. I have met some people who speak Chinese in a strange way. Take this for example, “我觉得这是个非常不错的idea”. If you haven’t learnt English, you may not understand what he was saying.

I know some foreigners, Chinese learners, entertainment stars in HK and Taiwan or people who have been abroad for long sometimes speak Chinese in this way. Why? Chinese is not their native language. But many Chinese native speakers also speak Chinese in this way. I am puzzled and can’t understand why. Do they want to show that they can also speak English?

To make yourself understood, just speak standard Chinese, especially when you are talking with a Chinese who can not speak English.
