There is no ferry from Hong Kong airport to shenzhen luohu, FYI: http://www.travelchinaguide.com/cityguides/hongkong/transportation/ship-hs.htm

If you want to go to Luohu directly, you can take airport shuttle A43 to Sheung Shui, then change to MTR to luohu.
Or if you want to travel by ferry, you can only go to Fuyong or shekou.
