Is the lunar new year a bad time to be a tourist in Beijing?

Apparently, everyone is on vacation and many of the stores and other attractions are shut down. 1. Is this true? 2. If so, when do things get back to normal? 3. I'm currently planning on arriving in Beijing Feb 9 for a week as a tourist. Would it be better to push it out a week? Thanks in advance to anyone who can give me good information on this. Carl Koch
