I have read several websites about the recent change in visa application for American citizens, but am still puzzled. Here is my question:

As an American citizen living in Taiwan, how should I go about applying for a tourist visa to China? Some of my American friends said that they had been told that they can only apply through the New York Chinese consulate. Is this the same for American citizens all over the world? For example, may an American citizen in Japan go to the Chinese consulate in Tokyo to apply, or must he also apply through New York? Can I go to Hong Kong to apply through the China Travel Service?
