I have been offered a teaching job in Dongying and would like to find out if there is any Mosque in the area? Is halaal food easily available? I'm guessing that the cost of living in Dongying is lower compared to Beijing!?

Is Dongying the one in Shandong Province? If so, yes. the living cost there is lower than Beijing. There are about 1,000 muslims living there and there is indeed a mosque. but not clear if there is any muslim restaurants.
