school can't get visa extension

I have been teaching in Jincheng Shanxi province for 2+ years and have been teaching in China overall for 9 years. I have been waiting for my latest visa extension to be handled by my school ( a public institution) but am getting nothing except excuses. I have met all the requirements - physical, professional qualifications, etc but no visa extension is materializing. My last visa expired in February. I should have gotten my visa a month ago. Time is rapidly passing by. What are my options?

Now, you have to ask your school to help you, you and one staff of the school who are in charge of visa issue go to the Exit-Entry Administrative Bureau of Jincheng Public Security Bureau to apply for exit visa and pay for the fine for overstaying, you will be issued a 10 days visa to exit China
