Was wondering if the tour operators work during this time and if the department stores and shops all opened? Thank you anyone in advance for your response. :)

First welcome to shanghai in October.

All tour operators works during national holiday time, all departments stores and shop will be open also. do no worry about that.

It will be a little bit crowded, but it is also a kind of experience.
