For fashion accessories, the best place in Guangzhou to visit is 西郊大厦华南国际小商品城/ southen internation commodity city.
Address: 流花路11号西郊大厦/ xi jiao building, No. 11, liu hua road, yue xiu district (near Guangzhou railway station)
It's the biggest wholesale market for fashion accessories, has lots of factory there.

In Guangdong Province, the LED advertising lighting, the factories are located in Zhongshan, Shenzhen city. (Foshan also have some)

If you want to buy in small quantity, Guangzhou city also have the market for this products.
