6 to 7 hrs transit enough time to visit Shanghai center?

I will be transiting Shanghai & was wondering whether it is safe to travel out to the city center for some sight-seeing given the following layover time:

Layover time: 7 hours and 10 mins (arriving at 5:50am on a Tues morning)

Layover time: 6 hours and 20 mins (arriving at 5:35pm on a Fri night)

How long does it normally take to clear customs either way? Btw, I am flying by China Eastern Airlines. Would I need to claim my luggage & re-check in again for my connecting flight? Is there a special counter or form to fill for transit passengers?
