What are the cement pyramids under viaducts used for?

And they admitted that. Some citiz...ens said it was good, for it was not safe to sleep under a viaduct with busy traffic. While more others think the government was only driving the strollers from one place to another and didn’t do their job at all. The issue the government should really care about is if the strollers have a room in the helping centers (something like public shelters) rather than beautifying the city in such an inhumane way. What’s more, it’s totally a waste to use space under viaducts like this. They can be used in many other more efficient ways, such as setting up parking lots or garbage processing centers.
