What are the cement pyramids under viaducts used for?

It was recently reported that Guangzhou government constructed lots of small cement pyramids under viaducts to prevent local strollers from sleeping there, which has negative influence on the city’s image. And they admitted that. Some citiz...ens said it was good, for it was not safe to sleep under a viaduct with busy traffic. While more others think the government was only driving the strollers from one place to another and didn’t do their job at all. The issue the government should really care about is if the strollers have a room in the helping centers (something like public shelters) rather than beautifying the city in such an inhumane way. What’s more, it’s totally a waste to use space under viaducts like this. They can be used in many other more efficient ways, such as setting up parking lots or garbage processing centers.

How much money do they spend on building those cement pyramids? Why not use the money to build rooms for those strollers?
