Chinese visa question: Living in Shanghai, got passport stolen in Cambodia

guest21215 The situation: I live in Shanghai with a residency permit for work valid until end of this February.
I'm now in Phnom Penh, and my German passport was stolen. I will get a replacement tomorrow.
My problem: my Chinese residency permit is gone, too (as it is inside the passport). I wonder what is best: apply for a tourist visa to quickly get back into China and then sort out everything from there, or try to explain the situation to the Chinese consulate.
So, therefore the question whether I can apply for a tourist visa while I have a residency permit.
The matter is further complicated by the fact that thanks to Chinese New Year, the consulate in Phnom Penh is closed for seven days until next Monday. I'm wondering whether to go to Hong Kong where it opens already in three days and apply there.

I would like to suggest you go to HK for L visa with your new passport,then submit all relevant documents to local immigration bureau where your previous residence permit issued from. you'd better get a copy of front page of old passport and residence permit and also a statement letter probably will be required which should be signed by yourself and stamped by your employer(company)...

i'm in simular situation now in Bali indonesia, get a new passport tomorrow but then how to enter China
