Su Zhou government is not issuing Invitation Letter issued by duly authorized Chinese institute. I need help immediately. how to I get Invitation Letter issued by duly authorized Chinese institute .

The government is not responsible for issuing duly authorized invitation letter. It's the foreign affairs of the municipal or provincial government that deals with this. I suggest you contact the foreign affairs office of Suzhou Municipal Government and see if they can do it. If not, you need to acquire it from the Jiangsu Provincial Foreign Affairs Office.

By the way, I am a bit confused. It's your Chinese business partner/inviter who is responsible for acquiring the duly authorized invitation letter for you. Why not ask help from them?
